For anyone else searching this was resolved to be caused by using an alternate input language in Windows that didn't match the system settings.
Make sure steam isn't in offline mode... Restart steam?
Another thing, alt tab, check you don't have a firewall acceptance notification waiting you clicking accept.
No idea if this will work as I cannot reproduce your issue, but can you try deleting the config_dx11.ini file? If the player file being moved...

@Oleksandr Borodai This is generally a steam error, not rF2. Steam has 'lost' information on where rF2 (possibly other software) is installed....
Added to this, check your ini file isnt read only or something. You can delete your config_dx11.ini if you want to completely reset graphics...

I would agree with dirtnz. I think you have steering assist or auto correct spin enabled and it's trying to get you pointed the right direction.
Delete the config_dx11.ini file from the rF2 directory. Note that this will reset your graphics options.

Are you letting Windows manage virtual memory as well? If so, try setting it manually. I use min/max set to 30000.
