Am I missing something? Reading through the new docs I can't find anything. I tried leaving the last texture slot blank like with the windshield. but max throws missing texture error on export unlike the windshield.
For the last texture slot I think we are meant to assign a small flat normal map. I just use the FLAT_32X32_B.DDS included with most of the official cars. No problems exporting that way and the shader seems to work fine in game.
