ModManager showing content installed, not in Create ModPackage

    Downloaded, installed steamcmd, followed various sources. (a step by step sticky could come in handy here)
    Copied rfcmp and rfmod content to C:\Games\rfactor2-dedicated\Packages
    Installed all using Mod Manager, packages path correct etc.
    Now when I open Create ModPackage, I can find the content but it is Not Installed.
    Can someone help ?
    hour 5:
    Uninstalled everything, reinstalled
    Downloaded via Steam one track, one mod.
    Had to validate the installation via email, done.
    Open Mod Manager, nothing, empty window.
    Working Directory : C:\Games\rfactor2-dedicated\Bin32
    Packages Directory : C:\Games\rfactor2-dedicated\Packages
    Well, looks like I will have to disappoint my group tomorrow for the first time since 2008 due to my inability to run a server (which I have done weekly since 2008).

    Check when you run the mas tool that the package folder is set correctly, 4th icon from the left, looks like a filing cabinet.
    As a tip I'd probably avoid copying rfmods to the server to avoid potential problems, but rather create them on the server using the mas tool.

    Thanks for the answer Goanna.
    Did that (followed that guide too).
    The problem starts when I get to :
    "For hosting you need at least some kind of "Race Event" (which describes what cars and tracks you're hosting) and the corresponding cars and tracks. If you don't have a race event, you can also create your own. This is explained in great detail in a different guide."

    I still do not get any content in the Mod Manager.
    First I tried rfmod's in the packages and installed them, no content in Create ModPackage.
    Then I redid everything and downloaded a track and mod from Steam.
    Still no content in Create ModPackage.

    Spoke too soon, server is now running but local client gives the message : Server Connection Failed so for sure none of the others will be able to connect.
    Double checked ports (same as they have always been in rF2 when running standalone server).
    But this will be for tomorrow (now 0100 here, 7 hours later, hopefully I get it solved before 1600).
    This problem turned up since the ISI servers were turned off yesterday, for years now, never a problem.
    But thanks again for your assistance ;)
    Edit: Deleted all the Firewall rules and reopened the rF2 one, now functioning !:)

    Check the server's multiplayer.json file for the ports....two lines..simulation port and http port.

    EDIT: also check firewall settings, I know in the past using the default Windows firewall changing installation locations confuses it.
