I would assume in the case of the OP your CPU is at high load? Can you check ctrl-c CPU graph and see what kind of usage you see? Like Adrian (who has a good system), you may need to reduce settings, shaders, car details, visible cars, opponents, etc.

It's when the gpu usage hits a max point the fps suffers

Cpu utilisation is never really going into higher figures

I'm wondering if last update is increasing loads on the gpu ??

My gpu has always been running at 100% even with vsync on to keep at 60fps. Had a gtx 1070 and now a gtx 1080 ti and still the same.

Check the CPU usage (purple bar) with Ctrl+C, Ctrl+F is not as useful in showing the real-time CPU usage. Also it looks like you have very low FPS all the time, which suggests too high settings.

    Alright will do it soon
I tried lowering settings and it still happened, and it shouldn't be stuttering like that at ~40 fps

    The MX-5 mod isn`t DX11 ready.
What`s your`s monitor´s refresh rate? 60 hz. lower your settings and achieve 60 fps. that´s your target.
How many visible vehicules you have?

60 hz. then you need at least 60 fps, when you are on track, at the start of the race or the pits can down a bit.
I`m not sure if the 320t is dx11 ready yet, I read it´s been working on.
Keep in mind the dx11 build is an open BETA, stick to s397 dx11 content only or make sure the content is updated to dx11.
I had a similar pc system (tiny bit powerfull, look profile), can run high settings while mantain 60 fps. If you use a lot of AI´s lower vehicles visibles, the opponent detail and track detail is good idea.
    Cheers.

will revert to dx9 if there's no update to fix this

When you have vsync on and receive 60 fps and GPU load is 100% always there is something wrong. Try to delete Config.ini and Config_DX11.ini and see if it helps.

Not sure how old that driver is, too. Can you try changing force feedback from Wheel to Off/None in settings, controllers and see how much of an impact it has?
