Video panel setting does not work

Have all the cleaning procedures, upgraded drivers, how can I fix it?

Win 7 64 bit, Nvidia 980 Ti

 

Run verification in steam

Go to steam,
Right click on rFactor in games
Go to Properties
then look for Local Files ( TAB)
CLick on Verify Integrity files. ****
***WARNING*** this will take a long while...
