Multiplayer.ini, search for "freeze". Set it to true. (can't remember the specifics right now)

Now that I'm in front of my PC again, the Multiplayer.JSON setting I'm talking about is:

    "Pause While Zero Players":false,
"Pause While Zero Players#":"Whether to pause a dedicated server (and stay in practice session) if no human players are present",

For some reason I thought there was a 'freeze' in there

    Official documentation? Pretty much no.

A lot of this stuff hasn't changed since rFactor 1, so searching for guides will quite often find useful information. But generally your best option is to go through each of the .ini / .JSON files, line by line, to see what's in there. Anything you can't make sense of you can search for and probably find out what it does, but there are comments all through the files as well.

Most of what's in the files (this goes for the player.JSON as well) is set in the UI, by the game, or is absolutely fine as default anyway; by reading through the files occasionally, and/or noting down anything interesting you find, you'll get a good feel for how things fit together and what you might need to change to fix any issues.
