Yeah, I've had this when I've reinstalled or updated. If i remember correctly, then I solved the issue by deleting the Rfactor2 folder in C/Program Files (X86). There were a few files/folders left in there following the re-install/update which seemed to be the culprit. I'd recommend trying the same. I'm still on the non-Steam version so don't know if this helps.
Sorry, I should have been clearer: uninstall the game then delete the Rfactor2 folder that remains in the Program Files folder before doing a fresh install. This fixed it for me.
