    I have checked that:
    • vsync in game is off
    • max framerate in player.json is 0 (disabled)
    • vsync in nvidia control panel is set to "Use the 3D application setting". Same behavior with "Disabled". Anyway other games work good
Don't know what other setting can I check. Any help, please?

How do you know it's 60fps?

    What's your monitor refresh rate?
RFactor doesn't go beyond the refresh rate of the monitor. If you have a monitor with gync check whether the higher refresh rate is selected in video settings

Not true, if RF2 is able to generate say 90 fps, the counter in game will show 90, obviously only 60 will be shown on screen.

I'm sure some options in drivers are preventing to go over refresh rate.

You can also set a fixed FPS size.
    V-Sync on off
    -and choose which number!
    See image.

Idk if it's fixed, I had this problme in CSGO, with my 360hz monitor I was stuck at 60fps.
The solution is to disable fullscreen optimisation (right click on rf2.exe, properties, and tick " disable full screen optimisation")
