I wonder if anyone knows how to do _rdt.dds files. My tracks are missing it and they are a real road important part, so my Real Roads are not working. If someone can help me would be great. * Substance is not a software I understand, I guess they can't be done in Photoshop. Thanks.

You don't need Substance for RDT map. RDT map requires proper UV map (extra UV channels) for puddle, groove, marble, dust. Then just paint puddle, groove, marble, dust region on RDT map texture.
