Game settings? Windows settings? Speakers? Headphones?

You have to give some info if you want some help. Otherwise I can just say "sounds find here" and we're at an impasse.

Let me guess, are you using the Release Candidate?

At the moment, the only car that "fully supports" the new sound engine is the TEST Oreca LMP2

yes, but did you ONLY use the Oreca 07 that is located in the TEST folder. None of the other cars, even other Oreca's have been updated with the new sound package. Using other cars will give you the effects you describe and it is a known issue. Hopefully they are working like mad to get the rest of the S397 cars updated in time for the May Q2 release in probably less than 2 weeks. This does mean, however, that car modders are going to have to address the increased availability of sounds or they too will have the same problem you are suffering from right now.

From what I understand, you are not to use ANY onboard sound effects (settings) with the new sound engine, or that will mess up with how the new engine uses Binaural audio.

it is due to a totally new sound engine upgrade included with the RC. Prior to the new sound we were limited to 64 channels, now that number will bump up to 256 sound channels. This allows cars to be heard much further around the track but it also causes the large echo for non-upgraded cars. New S397 cars should all have the full sound upgrade, we don't know how many of those cars will be fully upgraded when the new sound becomes the standard in May.

for the zillionth time. ONLY the TEST Oreca 07 has the full sound update. You are correct that this will affect all cars in the RC because NO OTHER CARS have been fully updated. Wait for the changeover in May when RC becomes the full release. Then we will be able to see which cars S397 has updated in time for the Q2 content release.
