That is correct. The biggest Problem with rFactor 1 Vehicles is, that they almost always did use separate High Poly Cockpit Meshes, that didn't fit to the Cars Bodies at all. And because in rFactor 2, another Structure gets used, we have to try to get that High Poly Cockpit adapted to the Body, which in most of the Cases can not be done in a quick and easy Way. But we try our Best...
Not really. Usually, Cockpit Files, that are used in rF1 Versions in the non Cockpit Views, are low Poly Models and we want to have the high Poly Models being displayed there too, to get the best possible graphical Quality.

@vava74 Which Track is it? Maybe it misses some necessary Reflection Entries in the SCN File. Did you try it with a S397 Track? I just tried it on the S397 Nordschleife and it looks OK there.
It could be. This is a mod track (Surfers Paradise). At Nords, indeed, it did not look as reflective, but I still feel that it might be a tad too reflective, but not by much at all. Note: on that mod track, S397's Cup does not exhibit the same reflections.
