Empty manifests when installing paid DLC mods from commandline on the client

    When using ModMgr.exe on the client to install (paid) DLC content via the commandline, the manifests are not written.

    Steps to reproduce

    1. Call ModMgr.exe -cRF2ROOTPATH -iPATHTOBASEFILE.rfcmp
    2. ModMgr.exe acknowledges following:
    ModMgr installing PATHTOBASEFILE.rfcmp to RF2ROOTPATH

    Verifying ... success
    Installing ... 0%
    Installing ... success
    3. Folder is created, but Manifest is zero bytes large
    4. MAS file of the rfcmp file is placed in the expected folder
    5. Installation of any updates on top of this mod fails (for instance Porsche_991RSR_GTE_2017 v2.61 requires unknown base mod to be installed.)

    Tested with Ferrari 488 GT3, BMW M2, Porsche RSR GTE. Occurs on several machines. Could be reprodcued using several mods both on mine and on @Julien Lemoine systems.
