I guess you are asking if you can improve graphics by tweaking that file. The answer is mostly no, you can edit almost everything you see in that file from the launcher video config tool. One thing that used to work was toggling EPostProcessingSettings=0 and that gave a lower level of post FX with more FPS than was available from the UI, but that would only make your graphics worse anyway.
