Optimal would be i5-10600K / 2080ti But this is the real world and dollar bills matter to me, I'm having optimal results with my i5 8400 / 2060 super. I guess really the word optimal is relative to the end user, build a modern gaming PC with the components and budget you're comfortable with.
i5 will suffice especially for a screen. GPU... how long is a piece of string? Your TV is probably 50 or 60Hz and the 2060 will do a good enough job there. Depends on what you'll be doing in future, but if you're staying with that TV a while it might make sense to take the cheaper and sufficient options now and have more to spend next time - when you might go VR or a faster screen(s) and have higher demands.
I've got an i7 16MB Ram, RTX2080 (not ti). 18mS delay 4K monitor. Video settings are basically maxed out. It runs 110-120 FPS most of the time, occasional drops to 90 FPS. At first it ran a little slower but slowly improved over about the first 8 hours. I have no reason to upgrade for years to come.
