Have you updated the wheel's Firmware to latest, next to latest driver?

I uninstalled and then reinstalled my steering wheel. Am I off to a good start or not? https://ibb.co/86ZygTP

You only did reinstall the wheel?
    I would recommend to:
Uninstall the wheel again and ensure that there is no entry left of it in the windows registry.
Unplug all USB devices and then uninstall ALL USB entries in the windows device manager.
    Restart your computer
Get the latest driver for the wheel and install it
    Rename the folder
    ..\Steam\steamapps\common\rFactor 2\UserData
    into
    ..\Steam\steamapps\common\rFactor 2\UserData_BACKUP
Start the game and set up your wheel
    Drive
    Report here. :)

Yes, all subentries of the marked one.
If one can not be uninstalled, leave it like it is.

And to my above suggest, i want to add: after you have unplugged all USB devices and uninstalled the USB entries in the windows device manager, plug only the necessary hardware again, like a USB mouse for example and the wheel of course.
    But nothing else.

And please do all the steps. ;)

That is really hard to answer.
Maybe it has to do with the way how rfactor 2 detects the devices, that has been changed with the last update, if i understood it right.
But that is just a guess.
