    I give up. :D
I did download the 1.21, so the bug wasn't there for me. :)
I have tested a lot now, but nothing works.
I have used the 1.21 walls with the 1.21 scn entry values, renamed the materials, used other materials, mixed everything in every possible way.
And also to change the colltarget=true to false and adding a new plane as collision mesh didn't work.
I'm tired now and have lost the patience.
Especially because the bug appears only in the main game, not in the devmode.
And i hate that, when things work different in game and devmode.
A devmode should work in the same way as the game does, or it can not be called "dev"-mode.
    My suggestion:
Use the 1.21 with my modified aiw and xpitout gmt.
The 1.21 looks OK in my opinion and you can lean the car at every wall. :).
And a short hint: if you use the modified aiw and xpitout mesh, delete the files for that track in the cbash folder.
If you don't do that, it can be that the drivethrough still don't works.

    @krusti I couldn't resist. :D
I've installed a new devmode, extracted the track again and started to test again.
Fortunately the problem appeared also in devmode this time, so it can be called devmode again.
To make it short, i think i have found the problem.
The fenceposts are causing the weird collision bug.
I have removed them and could scratch along the wall, like i could do it with version 1.21.
I have not packaged and tested it in the main game, but i'm 100% sure that this is the reason, especially because the posts are tagged with CollTarget=False in the 1.21 and CollTarget=True in the DX11 version. ;)
It would be nice if you could test that too.

Nice catch in the case, yes i'm willining to test it if you could share the "updated" version.
If this fix the collisions, i think we could try to contact the author (if there is any) and share a final version with all the fixes, so finally it will become a usable mod :)

@krusti Yes, contacting the author would be the best.
    But who is it? :)
There are at least 2 update versions of the same track.
The files that i have uploaded here are made from the 1.24 DX 11 version, that is linked at the ISR site (link in the OP post).
The 3 files that are in the fix-zip have these updates:
    - the xpitout.gmt has the 3x height and is over and under the surface with the half of it now.
    - the aiw has better separated corridors of pit and main path
These 2 updates solve the drivethrough penalty bug.
    - the scn file modifications are: changed colltarget=true tag into colltarget=false tag for the fenceposts
    That solves the collision bug.
I also have set hattarget= true to hattarget=false for all walls, because they are no drivable surfaces. :)
And as said before, delete the files for that track from the cbash folder, before you drive the fixed version.

If you use it to do the "find corridors" function and get problems with cut warnings, especially when you drive on track where you go from the oval to the infield (after start/finish line), inform me.
I will give you a bit modified wall then.
