I have tested with several people that have the SAME version track AND car, yet they still get PNA when logging in from the launcher. I can get in fine via the loopback. From Steam, the password comes up, gets typed in correctly, but then nothing happens. Last worked on October 8, noticed 2 Windows 10 updates on October 9, but others setting up non-DEDI rF2 servers have those updates and get successful logins. Latest version of game (1115), all necessary ports forwarded on router. VPN inactive. Will provide other info as requested. Really need this to get resolved.
Check your rfmod is in the packages folder. Also the packages folder should be in the installation folder not in bin64 or bin32. Possibly you might need to set the paths in the mas tool.

When you're making the .rfmod, with the cars and tracks added, you need to untick them on the left. You'll see the file size, in the top-right, will drop from 900+ megs down to 5k or something. Your current .rfmod contains the content, when all you want it to do is reference the content. (note I've only ever used the dedi server, not the launcher one. So hopefully this is relevant, otherwise please disregard)

Recheck that. If everything on the left is unticked, you should not get a 1 GB rfmod file, as @Lazza has said.
Thank you. For whatever reason, Steam thinks I have to redownload all 164 packages and workshop items in rFactor 2. Will test that when completed.
Now boot drive is destroyed. Will get tech support from manufacturer or acquaintance tomorrow. Thanks for help.
Sorry for the delay, but maybe a fresh Windows install and re-downloaded content from Steam solved it. Setting up a server later this evening here in the US and will have several friends test it out. @Bernd @Lazza @GrimDad , thank you ALL for your help! It is much appreciated!!!
@bo1210 If you can start a server in the next 10-15 minutes, i could try it out. And it would be good, if you use default S397 (no DLC) content for testing.

Thanks, Grim, I had to go take care of something, back now. Server is Test Flat6. I have the Flat6 mod from EnduRacers (free) and Estoril (Autodrome of Portugal, free in Workshop) as the track. No password.
Thanks, GrimDad....I would hate to think that re-installing Windows and re-downloading all rF2 content would be the standard answer to solving Package Not Available when clients do indeed have all the required content!
Generally speaking the “package not available” message is received by the client when they do not have all/part of the content installed AND the rfcmp/s for the content that they don’t have is not in the server’s package folder.
