I think GEM took theirs down after another update by S397 that broke them. A shame because they were genuinely my favourite thing in rf2.

Tough spot for rf2 as it's the WEC that has slowed them down by for example mandatory LDF kit and shit tyres, while it's still quick at elms and imsa I think. Maybe someone will create a skinpack that has these upgrade.ini things used to slow them down a bit more?

Afaik I know it's a bit more track related but caused by an update s397 did some time ago, not trying to start a flame war but I think they accidentally caused it with the oval sc updates.
