After days of investigation I narrowed it down to the Fanatec Driver Package. As soon as I load any of the versions except ver 328, steam fails to load more than background service. Uninstalling it fixes the problem straight away.

When I look at the calibration section of the steering and I turn the left, it is not a smooth increase. it might just be what it looks like and not what the game sees, I don't know.

Why is it that the steering wheel and pedals move in increments from 0%-100% whereas is other games it is a smooth transgression?

I decided to clean up my packages folder as it had mysterious files in there by copying it to another disk then deleting the original folder. Then did a verification through steam and thought all my subscribtions will download automatically. It created the folder name and a skin folder inside...

I tried running some USB’s thru a active hub which brought up other issues. I see the card has a Display Port-1.4 *3 (Max Resolution: 7680x4320 @60 Hz), so if I try to push 5760*1080 @165Hz, is that asking too much from the GPU.
