That had been addressed by ISI devs a few times before, and it is always performance related. You wouldn't be able to race a grid of 5 cars all trying to use the rF2 style tyre model. That is also why I am not hyping up massive DX11 FPS improvements, as it has always appeared to be the physics...

Just hazarding a guess, but I wonder if they just want to avoid implementing workarounds, that will only have to be taken out once they implement the rest of the systems that might influence the drying rates (wind, humidity, heat, sun, etc). And that any work on workarounds is just time wasted...

Yeah, I give my g25 arsehole haha, still strong as after what must be 11 years or more. Of course, no clipping with normal forces, but I ignore jolts and rumble strips, etc

On the face of it, one is a lower level force being fed into the wheel, the other is a sharp jolt into the tyres and steering system. I think there are ways of changing your overall feel though. I usually let kerbs clip the ffb, to push up the forces I actually want to feel.
