You copy it to Packages folder Then install it with ModMgr.exe, or with Manage Content menu in the game.

Add the word validale to your command line. for example: steamcmd.exe +login anonymous +workshop_download_item 365960 WorkshopNumber +quit validate if it times out or fails, try again and it will continue downloading where it left off.
