Going by what's in the 1st Endurance pack, perhaps it will be: Ligier JS P217 Ligier JSP3 Ferrari 488 GTE Aston Martin Vantage GTE Ford GT GTE Or maybe the 2 Ligiers would be replaced by the Dallara P217 and a Rebellion R13 LMP1 car (but I don't think that's likely). But it does seem likely that we would see another paid DLC car pack released before the end of the year.

The remaining GTEs (Ford, Ferrari and Aston) would be on top of my list, together with the Ferrari and Lamborghini GT3s. Italian stuff. Though I'm afraid Studio 397 might not be able to license cars like the Ford GT and Ferrari 488 because of iRacing. And budget.
We have those cars in forza/Pcars series, so maybe iRacing is not a problem. I think you are right, they should hard to license (Like ACO leman) or very pricey.
I don't really see the remaing gtes coming with the expection of the aston. The ferrari for sure ain't coming any time soon because the licence is too hard or pricey and the 488 is on its way out as the succesor of it (the F8 tributo) was revealed at the geneva motor show. Meanwhile the ford is dead so most likely we won't get it. Personally another type of endurance pack will most likely include the aston, the new lmp3 norma, a lmp2 and 2 of the new hypercars (inlcuding the aston).
Personally for me I want to see these released next... So most likely there are going to be 3-4 GT4 cars. Which to me would be pretty cool, because they are closer to road cars.

Some GT1 content is coming by way of the excellent RSS-GT pack (mod). Refer to the AC version to get an idea of how that series plays.
