As i have learned by the rule...
First: Develope a working main title/plattform!
    Second:Then sell DLC's
    Third:Give free Working Gif-aways.
    Here it is vise verca.

I don't know how it is for you, but DX9 works perfectly fine on my end currently. The McLaren is working fine too, but I expect it to be updated when the rest of the pack arives. Zandvoort is working aswell btw, except that it is a bit more performance hungry wich is to be expected with an unoptimized track in beta state - thatswhy it is labeled like that so use it at your own risk. Have been driving over 30 laps on my stone old system. If all the "beta beta beta"-stuff is nothing for you then best stick to what's work. That means no DX11, no Zandvoort and no DLCs. I don't see where your problem is. Nobody is forcing anything down your throat ;)

Some people have issues. In my case it works perfectly on an i7-7700k and 1080ti. High FPS with no stuttering.

950M isn't going to cut it. Compared to a known good, like a GTX 970, the 950M is going to have 36% of the fps (source: http://gpu.userbenchmark.com/Compare/Nvidia-GTX-970-vs-Nvidia-GTX-950M/2577vsm27713).

Pity you didn't ask here first before buying rF2 with that GPU. Pity you didn't use the trial edition. Pity you didn't use the Steam refund. Pity that you're still annoyed.

His processor is a bigger issue than the video card. Make sure it runs in turbo mode

Or the fact he is running it on a laptop... wouldn't be surprised if he has thermal throttling issues.

With that hardware it is indeed a bit optimistic to expect to run rF2 at reasonable frame rates. my system is better and I would never claim to crank settings up, play on triples or let alone VR. I can understand the frustration, when something isn't working as expected but sometimes it's better to stay realistic. Sometimes you have to upgrade your hardware to play a game. Or better ask first or use a demo if possible.

Well, 1080 Ti is the strongest GPU on the market is probably owned by 1%, is there a game that won't run on it? I guess more relevant question is, how it runs on something like a GTX 1060. Recommendations on rF2 Steam page says GTX 670.
And what about Zandvoort with 20 McLaren AI cars? All max and it won't run 60 FPS even on recent GPU's at race start and first lap. I suspect a big reason why is PCI-E usage, Zandvoort is particularly heavy and uses PCI-E 2.0 lane up to 40% even with 0 AI cars. I think recent content has increased the PC requirements a lot.

    I run 3x 60hz 24" 1080p monitors with a i5 4690k stock and the bottom tier evga gtx 1060.

I have what I would call medium to high settings and with a 20 car grid around silverstone,I can keep a steady 120 fps,in dx11.

Dx9 was a nightmare for stutters for me,god bless dx11 beta.

I will check for sure if people want me too,but I'd definitely say it's medium to high graphics, the only things I can remember off the top of my head that are on low is track and environment reflection and shadows, with 4x aa,the rest on full.

Does that class as Med to high ????

Sure many has descent fps when there is no clouds on the sky but when wet weather options are used it is a different story.
@stonec has a good point. gMotor has huge PCI-e, Bus, PC Ram and virtual memory usage and DX11 needs still lot of optimization.

Nothing can come close to swamp the pcie of today's gpus and mobos etc,16gb ram and 6gb vram is more than enough to handle rf2,I have no problems in all weather conditions,I've tried them all to set my fps to the lowest it goes to stop stuttering.
Maybe s397 have to update the minimum requirements for this game, people can no longer expect to run it on potatoes, and let's be clear,my pc isn't a beast,I'd say it's a halfway decent pc

Here is some numbers which may surprise you.
MClaren at Silverstone v1.6 all rFacor 2 setting maximized, 28 AI.

PC ram usage ~8,1 GB, Virtual ram 12,2 GB.
    VRAM usage, 4,7 GB-4,8 GB
    Bus Usage, 35%

Obviously nobody is running rF2 with maximum settings but even if you lower settings you still have higher PC ram, PCI-e and bus usage then any other game. I don`t think there are many who has PC which is able to keep up 120fps especially when wet weather and triple screens are used.

As you can read it is a LapTOP,but what is wrong with that?I'm in the specs .
See the min. and max. Data Sheet. So,no,no,the machine is not good enough.
AS I CAN DRIVE EVERY SIM IN 1920 x 1080 with min.2 xAA @60 FPS.

    @Emery
Wrong test you!My Model has 4 GB.

You can play rF2 also with your laptop if you are using right settings.
    Try this:
    rFactor2 video settings:
    Mode > Fullscreen
    Anti Aliasing > 2
    Post Effects > none
Sync> none (Video if you have stutters or micro stutters)

Inn Game > Options > Display:
    Circuit Detail > Medium
    Player Detail > High
    Opponent Detail > Medium
    Texture Detail > Medium
    Texture Filter > X 8
    Special Effects > Low
    Shadows > Low
    Shadow Blur > Off
    Soft particles > Off
    Rain Drops > Yes
    Road Reflection > Off
    Environment Reflection > Off

To be sure that rFactor 2 is running in fullscreen mode when you are in-game use alt+tap, hold alt, scroll with tab miniature picture on the top of the rFactor 2 picture and release alt+tab. ;)
