I too have the rx 480. If I recall, it is a video card aimed at DX12 and the card itself may not run DX11 very well. . I am in the process of downloading the update now so I can't confirm your numbers, but I'll get back to you.
Game has always favoured one brand of card or the other ( changed a few times over Rf2evolution).. will sit back and wait for bug fixes .
I have R9 280 and I am having embarrasing FPS. I had 60 fps Ultra with AMD R9 280 and now I am getting 55 fps lowest settings.... Please fix this, I didn't buy this crap... I bought a game that ran 60 fps ultra.

Yes, we all know is beta... but the latest build (beta) has come back to January 2012.... Nvidia epic fps and AMD shit fps.
I started with fps ranging from 48 to 56 with 8 cars at Nola(Nissan GT500). I went back to the video settings in the launcher and made sure all was set correctly, changed the Post Processing from none to low. Changed the screen rez to match my 1080p monitor and 2x aa. Went back and fps were 56 to 64. Nothing to write home about for sure. I'll keep digging but I'm inclined to fix the blame on AMD rather than S397.(at this point anyway) fwiw the launcher video settings reported -1084mb instead of 8098 mb which my card has. But in the game video settings, the video memory was shown as -51. .
Exact same problem here with a RX 480. Went from Maxed at over 70 to low 50s with everything at its absolute minimum.
doing some quick searches and have found several sites listing AMD's lack of performance with DX11. What I am hoping to find are recomendations for work-arounds or improvements. Even went back to Guru3d which I haven't visited since the old days of Indycar Racing 2 and the Rendition video cards.
I don't feel this isn't simply a lack of DX11 Performance issue. There is some underlying issue here, most likely related to a driver issue. The Vram Isn't being reported correctly anymore, and I have a feeling this is part of the issue. If it was simply AMD not being as fast at DX11 Then I would expect moderately less performance, This is an absolutely monumental difference.
I also have an RX 480 with I7 and 24G ram. NOLA on USF2000 in DX9 ran at approx. 120 and higher FPS. With the DX11 beta, the top FPS is 30. Tried multiview instead of eyefinity. FPS 19.
VRAM was never reported correctly for high VRAM cards regardless if it's AMD or Nvidia, it's probably not the issue here. You can check GPU VRAM usage with tools like MSI Afterburner or GPU-Z while in game, I'm pretty sure it will show more than 1 GB usage.
Same results here with an RX570. 80/100 fps on DX9, 15/25 FPS on DX11. Deleted the game and made a new installation with the basic content, same results.
