Today is the day of the worker in Spain and I believe that all over Europe, I do not think anyone has been left on the servers of Steam Europa to be able to upload the file.
Others have said it's planned for late in the european afternoon. I'm not sure where Studio 397 are based, but I'm working from GMT. 4pm GMT would be about 6 hours from now. If they're elsewhere in Europe - maybe a little earlier - so 4 to 6 hours is probably a good time estimate for release.
It is 10.00am in Portugal so that would be 4.00pm their time and 1.00am tomorrow {02/05/2017} my time.

Thank you for your answers. the 1108 seems to be the last béta with out the DX 11 update. In this case, we will received an other bêta today ? or is the 1108 beta the one with the DX11 graphics ?

Are you guys preparing a full clean DX11 install when it`s out? or a full clean DX9 install now with DX11 update? or just a regular DX11 update over what you have installed? Because i backed up my 70gb-install during the night and then deleted everything RF2. So now I`m not sure when too start install again?
O'well , it's going on 9 pm / 2100 Monday 1st May here in Australia Twiddling my thumbs . I'm not sure where to watch , I've got discord open watching the chat , flicking through the forum looking for change and have Steam open on the download page . lol How sad is that .

Yes I guess 3 to 4hrs from now How do we get it? Do we enable "beta" in the steam rfactor 2 option ? Will steam then start downloading another rfactor 2 install which will be the new dx11 version ?
When you select one of the beta branches, it downloads the changed files for that build, and then when you start rF2 it'll be that branch. I think we can assume pretty much all the content will be the same between the two, so it'll download maybe 60-100 megs of new exe files and similar. It will be in the same folder you have now, and most of it won't change. This also means to go back to Dx9 you need to select the normal build (1108) in the list - or opt-out - and again it will download the different files, and then you have just that. You can also copy your current folder as a 1108 backup, select the beta branch for your actual install, then it'll change that one and you still have your backup you can run - but I think it's probably best to change the data.path, or it uses your main as the data path. Which actually works alright, it just means common settings files. This is getting a bit long-winded now, hope that makes some sense.
Gone are the days when you need a fresh install. Steam takes care of the updates. If you are at all worried that the install is missing some important files then "verify the game cache".
