Just tried the update, via Steam, easy and fast. I have a bad right ankle right now so just one lap to ensure everything worked.
Thanks guys. Looking forward to investigating more next week when I can move my foot again.

Yup, just found them and followed. Did have some issues but it was due to ModMgr having incorrect Working Path (was inside Bin32 instead of root of my d:\rFactor2-Steam folder).

Also knocked up a quick and dirty script in powershell to run when updates are needed - saves digging out the command again.

Change filepaths in bold to match your own. Then save on the desktop or somewhere useful as .ps1 file. :)

I'm having the same issue as a poster above, on my dedicated server that I remote into. I ran the SteamCMD program and it looked like it updated stuff. Launched the dedicated server program from the shortcut I have use since rF2 went to Steam, and it's still showing version 1098. It's like it updated to the wrong location. There are 4 folders that now show a 12/20/16 modified date in my "...racing/SteamCMD" folder. There are also a handful of CDB files with that date in my "...racing/rfactor2-dedicated" folder.

Where should I be seeing new files and updated folders ?

I fixed it by ignoring the instruction about just needing to run SteamCMD again to get updates and downloaded the new version of SteamCMD, put it in the same folder as the original, and copied in the command as if I had never run it before, and it worked. Too many different hands on the sim make me wonder about any instructions in the future.

I saw the virus warning with Bitdefender.
One would think that that these updates would be clean, however with unfamiliar file names how would you ever guess? Unfortunately changing to a different virus scanner doesn't change whether something is virus. When this kind of thing is observed it would be nice to have someone be able to confirm yay or nay.

Well, how on earth would an official developer on an official game platform like Steam upload viruses? I know it's better to be safe than sorry, but if there ever was a virus in a game I bought, it would be the last time I ever touched it. Surely the game would get banned from Steam as well.
