Graham Hill and AJ Foyt are the key so that's why everyone is pointing at them. In 1967 Graham Hill won the pole at the F-1 LeMans Bugatti race but retired due to suspension issues. AJ Foyt and Dan Gurney teamed up to win the LeMans 24 hour race that year. As Ricky Bobby would say if you're not first you're last so everyone pictured besides Graham Hill, AJ Foyt and Dan Gurney got last in the 1967 24 hours of LeMans. Knowing VLM this is most likely the 1956 to 1967 version of Circuit de la Sarthe with the added addition of the Bugatti circuit thrown in to appease Graham Hill. Ok so I'm really just hoping Bugatti is thrown in and hoping my entire guess is correct.
this is a quality tenuous link it's a good start for most convoluted theory, but it might not lead to the correct circuit, but that doesn't matter I'll say that the circuit isn't an Australian one though, because I don't want to string along your hopes any longer. Sorry

I forgot something in my VLM project list. There was a Road America of ethone too. For Cadillac and Ford, they has a strong story at Le Mans too (Cadillac Cunnigham)
I agree with this theory. Although in the link provided by vivemclaren it says GH only raced one race in 1967, it is incorrect. As rhamm says, he raced in French GP in the Bugatti circuit in that year. So I agree with you Lemans 1967 should be the answer since it fulfills all the clues. Being VLM involved it would have been the most straightforward direction to take from the beginning. The pictures were just to point at the specific year.
