It sounds like the lower 3rd of the engine rpm is missing. I 'think' it also affects the starter motor sounds. (need to test more cars)
IR18: load the default setup. Stop out on track, are return to the garage by pressing escape, and look at the Tire page in setup: you'll see weights of 40 front and 56 rear (surely wrong, does that before driving as well), psi 0, temps -460. It will do this if you move one inch out of pit stall, on track, on pit lane, or in pit box being serviced. I'm also pretty sure the setups are loading wrong; either gearing issues or aero. On both Portland and Indy GP, top speed is in 5th gear not 6th and only reaches 155mph or so. This is with default setups. Results in laptimes at least 5 secs slower than they should be.

Can confirm I have the same issue for garage reporting of tire temps, weight, pressures with the BTCC cars. Of note, these values look like the only ones that are reported back to the garage UI as "real time" values, or even values that may be taken in the pits. So I think you've broken that UI to sim/physics communication.
I had to grab the RC and fire it up purely from reading this - frankly I didn't believe it But no, same here: DW12 steering is backwards and clunky with the RC. Something definitely not right. I didn't try fresh json files.
Load in any prior saved setup, and those graphs all break. Same in the IR18 and BTCC. Those screens also illustrate the errors I described earlier with the weight, pressure and temps. -273 I presume is in C, so absolute zero? Lots of physicists want to know how you got there ...
It seems like some configurations of the Stock Car 2018 and 2018X do not start, at least the road course configuration. An oval configuration (Atlanta?) did start. I also get blank screenshots saved by rF2 when I did not take any screenshots. Regular screenshots still work, though.
Build1131 is so so, I like a new AI, Headlight pulse, shop and Relaxed mode. But yesterday, I saw some bugs in online race in Japan. Server:Marlobozu server (https://marlbozu.blog.fc2.com/blog-entry-19.html) Circuit:Katsuo Autopolis ver. 0.801 Car:Tatuus F4-T014 -The game start is sometimes unstable. -Old setup files cannot load. -In SETUP, gears/tires data cannot be read. -In the race, some driver said that engine sounds had disappeared. -Some driver said, if the ESC key pushed, the Game was shut down (like a Alt+ F4). -HUD is flickering now. Please check it.
@Paul McC mentioned he had to verify the change to the RC & it found 8 files that needed fixing. I did the same and also found 8 files needing correction. This seemed to help the missing sound issue, but did not eliminate it. I was able to get around 15 or so laps into a 31 GT3 AI car race at Portland before the bottom end of the engine range started missing. By lap 20 the missing sound was more noticeable and seemed to miss more of the engine sounds each lap.
Seems the sound issue is not related to RC. I have it also on Opt out. And last Friday - before release of RC - on an endurance league race, one driver also lost part of engine sound.
I lose mine (sound) depending on the track (weirdly) my only “guess” is that the more detailed the track the more resources it uses and compromises the sound where after a lap or two the sounds are fine and then it sounds like a formula e car both the transmission and engine are effected (drivetrain)
lol, you just squashed my next conspiracy rumor. I was going to suggest the changes to driveline noise in the RC may have affected the lower rpm range sounds... guess not...
