The Problem causing Things, in most of the Cases, are the UserData Folder, manually installed or in the Workshop subscribed Content, or other Things, that will not be fixed by a complete reinstall anyway. So that is wasted Time only.

Patches of tarmac? Concrete? Laziest material application I've ever seen. Laguna Secas tarmac has never been bad, never been patchy in real life in newer times at least. That "deluxe" rendition of that track is shameful. And to ask 5 Euros for something of that quality and not scratch made is... Questionable.
