Actually there is this option, and it is the best to use (compared to other options): search for the following line in the player json file:

    "Max Framerate":141,
"Max Framerate#":"0 to disable (note: positive numbers only, we always use the 'alternate' method now)",

I have big problem with night races, my FPS drops hard - daytime no problem at all
changed "max headlights" to lower numbers and I still see these headlights "in the void"
is there any way to fix that? it's so stupid to drive with limited visibile cars and still have these headlights floating with no car behind them and I believe this hits hard my performance too

Imagine the CPU usage graph near zero and never spiking or rising

    Checking my player.json yesterday I couldn't find
    "Rain Drops":false,
    anymore

Instead there was something called Rain FX now, which can also be enabled / disabled. Might have changed with the recent updates for wet conditions. For me it was enabled but I certainly disabled the old setting back then. This could be something which helps in gaining a bit performance back.

Small update: it turns out that with the new sound physics update, some peoples installs have defaulted to 128 or even 256 sound effects in the sound settings and that has been hogging CPU usage and creating stutters even on potent hardware.
I have it turned down to 32 as was the maximum before and feel like i'm not missing anything.

Also some time ago there was the SSR road reflections update.
Even if you run all other settings maxed, I suggest turning it off, in anything except rainy conditions the graphical effect is non-existant, yet even in the dry it eats a LOT of FPS.

Yep high sound setting causes stutters for my 10600k, I use 64 and it's fine. What benefit comes from going over 64?

Well the number specifies the amount of simultaneous sound emissions, so let's say you are racing 10 cars side by side who are all sliding, on a rumble strip and giving out engine noise, so if you drop it below 32, you might not hear one of those things. Just like setting visible vehicle setting. Not really significant probably

I don't understand how some systems can't cope with that. You guys don't have crazy sample rates, right?

Big fields you certainly can hear the difference with more sounds. With 32 I had the race start horns cutting out...

When i came back to rF2 recently I saw post saying just run it at 256 so I did and straight away had issues, so I lowered it back to 64 and it's been fine.

RIP, I had 256 because someone said it was the way to go and I raced with that yesterday. Now I understand why I had some random stutters
