SOLVED Game refuses to load - Manually Reinstall Runtimes

rFactor 2 refuses to launch. Double click on launcher or click Play through Steam, the most it does is to trigger the next (Steam) window but does not even load on Task Manager. Even Release Candidate achieves the same outcome.

Neither Steam or rFactor 2 had been launched since mid-April. No new software was installed or updated. The only changes to the computer were a (wired) keyboard replacement and a Windows 10 update in-between last run and the failure to launch two weeks afterwards.

The .exe has been whitelisted on anti-virus, the anti-virus has been disabled, the game has been uninstalled and all traces of it in the PC completely erased, W10 updates have been uninstalled, etc. Everything short of a system format was done. It does not work. These steps have been repeated three times. All other apps work just fine, only rF2 will not work. I forgot the trace command to re-do it with a reinstall but would be willing to provide it.

 

There have been a lot of intrusions this past several weeks by Virus Scanners. Try either pausing your scanner or grant an offending file access.

 

Did you reinstall all the runtimes in Support\Runtimes ?

The game doesn't uninstall them.
