For some reasons, I use an older s397 version of Nordschleife (the main reason is the green is awfully flashy and the 1.77 is very very beauty), but when I launch the game I can't press 'skip update' cause my monitor blinks, so I can't use the old version. Is there a trick to play offline without the workshop update/sync ? Maybe the old UI can fix this.
Maybe try to unsubscribe from the track, get the rfcmp file and install it as a local mod manually. Or ask somebody how to redo the mod as a standalone. And that last option is the only solution if you want to play online with other players on other tracks ...

I have been wondering this myself..I want to uninstall the Official Nurburgring DLC because I do not use it. (my computer cant run it very well) and it is wasting space on my hard drive. I have tried everything EXCEPT..deleting the DLC, unsubscribing from the DLC and putting STEAM itself in 'Offline' mode. So, maybe you can try putting STEAM in offline mode and see if it works? I won't be able to try for a couple days...but since you are experimenting.....maybe you could give it a try?
Thank you, it works with steam in offline mode , I have used Generic Mod Enabler to switch easily with both versions. What a pleasure to have my GREEN HELL back, not the FLASHY GREEN HELL. I think I have to repack with a new name to have the simple way to use it.
