I started using the SHQM hud, but is there a way to reposition it? It's too high up for my liking and rather than just a quick glance I feel like I have to physically tilt my head back to get a good look at it. Not ideal while driving.

Also wondering if there's a possibility of resizing the hud as well?

There is no an easy way to move or resize a HUD, but there is another solution.
You can reduce the resolution in the video config of rF2.
This will reduce the size of the UI and HUD, without affecting the resolution of the game while you are driving. The result is that the HUD is bigger and lower.
You have to start rF2 from the Steam Library to launch the video config tool.
As reference, in a group of friends using VR, we use 1600*900 or 1366*768

Wasn't there a setting in the display menu to adjust the vertical level of the HUD?

I downloaded one of the HUDS from the workshop for use in VR and I didn't like where it positioned some of the items. So I used devmode and moved them around to where I wanted them. I had never used devmode before and I was able to accomplish learning and customizing in one evening so it's not that difficult.

No, that's for the LSI (?) , the banner type thing that appears under safety cars giving info on status and who you should be following etc. Shame other elements weren't made adjustable at the same time, but at this stage I think it'll take an entirely new HUD system before we get that flexibility.

    but others have...
before you spend too much time in the HUD editor, have a look around and see what others have done.
Here's one that Yotch modified for VR.

One more way is to use SimHub to create HUD/Overlay you want, then use Crew Chief to position it in VR any way you want.
