Supposedly the new Competition Infrastructure (CI) is supposed to handle workshop content in a similar way to GetMod. This is assuming we actually get the CI. Of course this does not help us with non workshop content.

One step forward and one backward. I have put the GetMod Manager at the root of rFactor2 and I got a new error. I have accepted the error and it has let me choose the folder and save it, but I get the error again and I cannot get the mods to load. The bad thing is that now the GetMod Manager that previously worked, now gives an error too.
lol again running. Just run GetModMgr as administrator, it will ask you for the path, select the rFactor folder and you're done.
